From the City Directories we find Florence and her brother George living in Appleton, Wisconsin.  Later, in 1908, George marries Theresa and moves to a different house in Appleton and brother Walter and father William are boarding with her.  Then by 1910 father William has moved away, but brother Albert has moved in.  By 1914, all the Wingroves have moved out of the Appleton area.

The 1910  Census shows Florence with her Mom, Dad, and 2 siblings living in Appleton, Outagamie County, Wisconsin.   Father is noted as a Frank ‘Reyes’ with both parents born in Germany and Mother Fanny’s parents both born in England.  Frank’s stated employment is papermaker; sister Florence also works in the paper mills as a sorter; brother Albert is a driver, dry goods.  I don’t understand where the name Frank Reyes comes from.  There is pretty solid evidence that the William Henry Wingrove noted above and with more information below is correct.  Frank Reyes never appears anywhere else at anytime.  I’m presuming this is an error by the census taker.
